Understanding the NARR Levels of Care: A Guide for Sober Living
How NARR Levels of Care Define the Context of Recovery Housing Structure
When considering a sober living environment, understanding the different levels of care is essential to finding the right fit for your recovery journey. The National Alliance for Recovery Residences (NARR) has established four distinct levels of care to help standardize sober living homes across the United States. Each level offers varying degrees of structure, support, and independence, catering to diverse needs in the recovery community.
Vanderburgh Sober Living (VSL) is a network of independently operated recovery homes organized and supported by The Vanderburgh Foundation, a registered 501(c)3 Charitable Foundation. Our Foundation collaborates with NARR to operate VSL Chartered Recovery Homes that meet these high standards. Our commitment to upholding NARR’s certification requirements ensures that every VSL home is a place where individuals can rebuild their lives and sustain their sobriety.
Level 1: Peer-Run Residences
Level 1 sober living homes are peer-run environments that offer a supportive, communal living experience. In these residences, residents manage daily operations and house rules collectively, with minimal outside oversight. Oxford Houses occupy this level of care.
- Characteristics:
- No paid staff; residents govern themselves.
- Focus on peer support and communal accountability.
- Regular house meetings and shared responsibilities.
- Best Suited For: Individuals who have achieved stability in their recovery and seek a less structured environment.
Level 2: Monitored Residences
Level 2 residences, also known as monitored sober living homes, provide a step up in structure and support. These homes are still largely peer-run but typically include a House Mentor (House Manager) or senior resident responsible for maintaining order and supporting the recovery process. They are typically owned and operated by an individual or team.
- Characteristics:
- Owned and operated, often for-profit, sometimes not-for-profit
- Presence of a House Mentor or senior resident.
- Requirements for residents may include:
- Regular drug and alcohol testing.
- Participation in 12-step meetings or similar recovery programs.
- Involvement in recovery coaching or mentorship.
- Greater emphasis on accountability and maintaining a sober lifestyle.
Vanderburgh Sober Living (VSL) offers several Level 2 sober living homes, which balance independence with the need for monitored support. VSL’s Level 2 homes are ideal for those who want to transition from a highly structured treatment environment to a more independent yet supportive community.

Level 3: Supervised Residences
Level 3 sober living homes, or supervised residences, provide a higher degree of structure with professional oversight. They often employ a mix of peer leaders and professional staff, including house managers and licensed recovery professionals. Some states require licensure for Level 3 recovery homes (like Massachusetts), while others do not.
- Characteristics:
- Professional staff members, such as case managers and recovery coaches.
- Individualized recovery plans tailored to each resident.
- Regular therapeutic and counseling sessions.
- Life skills training and support in areas such as employment and education.
- Best Suited For: Individuals who benefit from structured guidance and support, often after completing pay detox program or inpatient treatment.
Level 4: Service Provider Residences
Level 4 sober living homes, also known as service provider residences, offer the highest level of care and structure. These residences provide a comprehensive range of services, including medical and clinical care, addiction counseling, and various therapeutic programs. These programs are almost always licensed by the state in which they are located.
- Characteristics:
- Direct affiliation with licensed treatment facilities.
- Access to clinical staff, such as physicians, therapists, and addiction counselors.
- Intensive therapeutic services, including group therapy, individual counseling, and medical management.
- Emphasis on a seamless transition from clinical treatment to sober living.
- Best Suited For: Individuals who require a high level of support, particularly those recently discharged from detox.
Key Considerations for Choosing a NARR Level
When deciding on the appropriate level of care, consider these factors:
- Stage of Recovery: What level of structure and support do you currently need?
- Personal Preferences: Do you prefer a community-focused environment, or one with professional oversight?
- Available Resources: Are you looking for additional services, such as therapy or medical care?
Each level offers distinct benefits tailored to different recovery needs, so it’s important to choose a residence that aligns with your goals and comfort level.
